GSA Seeks Bids on Integrated Security Management System

The General Services Administration's (GSA) Federal Acquisition Service has issued a combined synopsis/solicitation notice seeking bids on an integrated security management system and related security hardware.

The integrated security management system is to be installed at 11810 Fairmont Parkway, Pasadena, Texas, which has been leased by the U.S. Department of Homeland Security (DHS) for Immigration and Customs Enforcement’s, Office of Investigations, GSA says.

In addition, vendors need to review the “product description” (PD) connected to the solicitation because the PD covers all equipment, materials, and labor necessary to complete installation of the system, GSA says. The PD also includes details about performance tests and making adjustments to the system.

Vendors are also required to provide the appropriate ICE personnel with at least four hours of “system administrator” training. A hard copy of all applicable commercial operating manuals for installed equipment shall be provided to DHS. The contractor shall deliver and completely install all items in the PD and be ready for final testing and inspection within 21 days after GSA issues the “notice to proceed.”

It is anticipated that minor construction will be required to install the integrated security management system, therefore prevailing minimum wages and construction clauses for installation and site preparation will apply for the procurement, GSA says.

A contract will be awarded based on technical factors, past performance, and price, which together constitute a best value to the government. Technical factors will consist of technical conformance to the specifications for the project, GSA says. In addition, two “non-price factors”—technical and past performance—when combined will be "approximately equal to" the price factor, GSA says. However, as offers become more equal in non-price factors, the total price becomes more important, the administration adds.

The deadline to file a bid is Feb. 18, 2011, 3 p.m. CST, and respondents need to include the solicitation identification number: QSDLAD-W2-11-SecuritySystems2-02. Bid quotes are to be submitted electronically to the GSA Contract Specialist, Joshua Walker at joshua.walker@gsa.gov.
